Sede Vacante : Which offices are suspended, which ones has important roles and which remains in place during the sede vacante

A superb collection and data collated by GCatholic site, on the list of all offices that are suspended during the Sede Vacante period (that is between the vacancy of the Apostolic See by the death or resignation of the previous Pope, and the election of a new Pope).

The suspended offices are mainly the prefects of the Congregations of the Roman Curia (example : Congregation for the Doctrine of the Faith), presidents of the Pontifical Councils (example : Pontifical Council for Justice and Peace), and many other members and offices of the Roman Curia. The new Pope will be able to either confirm them to continue in their respective offices, or choose to replace them with his own preferred candidates.

The offices that continue to be exercised during the Sede Vacante, include the offices that has important roles in the Sede Vacante period and the Conclave, such as the Camerlengo, the Vice-Camerlengo (who seals the papal apartments and destroy the Ring of the Fisherman), several other officers of the Roman Curia, head of the Papal Household (currently Archbishop Georg Ganswein), all the Apostolic Nuncios, Apostolic Delegates, and other diplomatic representatives of the Holy See, whose diplomatic authority remains even during the Sede Vacante.

Amongst the Cardinals themselves and some other officials, there are special duties that they are supposed to carry out during the Conclave, which includes the Cardinal-electors by their order (Bishop, priest, or deacon), in the running of the Conclave, the Papal Master of Ceremonies (currently Monsignor Guido Marini), who is the one stating the ‘extra omnes’ order officially beginning the lockdown of the Conclave, and other offices.

The Umbrella above the keys (silver and gold) in the place of the usual papal tiara is the symbol of the sede vacante, to represent that the Papacy, the position of the Bishop of Rome is vacant. A more complete version of the symbol is with the coat-of-arms of the Cardinal Camerlengo of the Holy Roman Church, who is currently the Cardinal Secretary of State, Cardinal Tarcisio Bertone of Italy.

The Cardinal Camerlengo is in charge of the events and governance of the Holy See, and also of the conclave during the sede vacante, until the new Pope is elected. He is also the one entrusted to seal the previous Pope’s private apartments and the destruction of the Ring of the Fisherman.

Summary of the Third General Congregation of the College of Cardinals (Tuesday, 5 March 2013)

Here is a rough summary of what was concluded yesterday morning in the Third General Congregation of the College of Cardinals :

1. 110 Cardinal-electors are already in Rome by yesterday morning, only 5 more Cardinal-electors remaining to arrive.

2. No rush to fix the date of the Conclave, but it is still possible to begin by next Monday, 11 March 2013.

3. Sistine Chapel had been closed to public as of yesterday morning, Tuesday, 5 March 2013 to prepare for the Conclave.

4. 33 Cardinals had spoken so far and 11 interventions were made in yesterday’s General Congregation, with issues pertaining to activities of the Holy See and the Church, evangelisation, and many others.

5. Focus on the timeline of the Conclave as specified in the Apostolic Constitution Universi Dominici Gregis and the modifications made by the Motu Proprio Normas Nonnullas.

6. The Cardinals sent a thank-you letter to the Pope Emeritus Benedict XVI, now living in the papal summer residence of Castel Gandolfo.

Third General Congregation of the College of Cardinals and the Holy See Press Office Announcement

The third General Congregation of the College of Cardinals is now ongoing in Rome, starting since an hour ago (Tuesday, 5 March 2013 at 9.30 am Rome time / CET / UTC+1), and will continue on until another two hours. The date of the conclave had not been announced, but with still a few Cardinal-electors due to arrive in Rome by today, it might be that the date for the Conclave may not be known until the Holy See Press Office announcement by Fr. Federico Lombardi either today or tomorrow (both at 1 pm Rome time / CET / UTC+1).

Watch at the Vatican Player at http://www.vatican.va/video/ for the press release by Fr. Lombardi in another 2.5 hours or so, and as always, pray for all the Cardinals, especially the electors!

There will be only one General Congregation today and on the following days as opposed to two the previous day, as decided in the Second General Congregation yesterday evening (Rome time), thus the fourth General Congregation of the College of Cardinals, if there is one, will only commence tomorrow morning at 9.30 am (Wednesday, 6 March 2013).

103 Cardinal-electors attended the first General Congregation yesterday morning, out of a total of 115, and another 4 joined in the second General Congregation in the afternoon (107 out of 115), thus only another 8 Cardinal-electors, who are all hoped to arrive in Rome by today.

On the Vatican photo website above you can find the pictures of each and every one of the Cardinal-electors, in fact all 117 of them, including Cardinal Julius Darmaatmadja of Indonesia who will not be attending the Conclave due to health problems and failing eyesight, and Cardinal Edwin Frederick O’ Brien of Scotland, UK, who will not be attending the Conclave due to serious allegations against him.

Nevertheless, we pray for both Cardinal O’ Brien and Cardinal Darmaatmadja that God will always be with them, and of course we pray for all the rest of the Cardinal-electors who will go into the Conclave to elect the new Pope! May the Holy Spirit be with them and guide them through until we hear “Habemus Papam! We have a Pope!”

First Meeting of the General Congregation of the College of Cardinals : Monday, 4 March 2013

The first meeting of the General Congregation of the College of Cardinals has been set on Monday, 4 March 2013 to discuss the conclave, especially deciding the exact start date of the conclave. Most Cardinals are expected to attend this first meeting as many of them are already in Rome by the end of Pope Benedict XVI’s pontificate on 28 February 2013.

 

There will be two meetings planned on Monday :

1st Meeting (Morning) : Monday, 4 March 2013 at 9.00 am CET/UTC+1 in the New Synod Hall

2nd Meeting (Afternoon) : Monday, 4 March 2013 at 5.00 pm CET/UTC+1 in the New Synod Hall

Sealing of the Pope’s Apartment : Not to be opened until the new Pope has been elected

The private residence of the Pope in the Vatican City, that is his apartment in the Apostolic Palace beside the Basilica of St. Peter is left vacant upon the death of the Pope, or in this case, the retirement of the reigning Pope, which began the sede vacante, during which no Pope is present.

Therefore, in order to avoid fraud and manipulation of papal documents of the previous Pope, and to prevent release of items that can only be done by the new Pope, the Pope’s Apartment is sealed, by a special officer of the Roman Curia, that is the Camerlengo (Chamberlain) of the Holy Roman Church, who is now Cardinal Tarcisio Bertone, who is also the Secretary of State of the Holy See.

The Camerlengo is the leader of the sede vacante transition period, and working in conjunction with the Dean of the College of Cardinals. His duties include sealing the Pope’s apartment and the destruction of the Pope’s Ring of the Fisherman, both of which meant to ensure no fraud documents can be released in absence of the Pope.

The sealing is done as soon as the Pope passed away or stepped down, and done in the presence of the Vice-Camerlengo, who is now Archbishop Pier Luigi Celata, and sealed with a silk string tied and sealed with a wax seal to ensure no one can enter the room, with the unbroken wax seal as evidence.

The room will only be opened again and the seal broken after the conclave is completed and a new Pope is elected.

How the Conclave proceeds : A very nice and concise animation!

Go and visit this site, which offers a very good and detailed though simple explanations on the way a Conclave proceeds. Not only that it is easy to follow, step-by-step from the beginning of the Conclave to after a new Pope is elected, I believe it’s quite neat too, with all the animations they did for the occasion. Good job Vatican Insider!

Cardinal Angelo Scola, Archbishop of Milan : My personal choice as the next Pope

My personal opinion on who will be the next Pope? Cardinal Angelo Scola, former Patriarch of Venice and now the Archbishop of Milan. I have been watching his Masses and homilies at Youtube, and they were great. He does have the potential to be a good Pope.

Nevertheless, it’s up to the Holy Spirit to decide who will be the 267th successor of St. Peter as the Bishop of Rome. We can pray now for the Holy Spirit to descend on all the Cardinal electors. May God be with them, especially during the Conclave session.
